MoC Notification on the Renewal of Generalized System of Preferences

The Ministry of Commerce has an honor to inform the exporters from Cambodia to the U.S that President Donald Trump, on 23 March 2018, signed into Law H.R. 1625, the “Consolidated Appropriations Act, 2018” to renew the Generalized System of Preferences (GSP) with retroactivity, for goods entered or withdrawn from warehouse for consumption from 01 January 2018 through 31 December 2020. According to the United States Trade Representative (USTR), the renewal of GSP will come into effects on 22 April, 2018 and provided for the retroactive refund of all duties to the importers of record on GSP-eligible goods entered during the 01 January 2018. 

The U.S Customs and Border Protection (CBP) verified that all importers who used Special Program Indicator (SPI) “A” (A=All Developing Beneficiary Countries) will automatically receive the duty refund.  For the importers who did not use SPI “A” may submit a duty refund request to CBP no later than 19 September 2018 through www.cbp.gov/trade/priority-issues/trade-agreements/special-trade-legislation/generalized-system-preferences

Therefore, the importers who intend to apply for a duty refund request through the above-mentioned GSP with retroactivity, please submit the request before 19 September 2018.
