Denis is EuroCham’s new Executive Director, having been appointed in September 2020. He has almost 25 years’ experience in international development across Central Asia, North Africa and South-East Asia, including long stints in Cambodia.
He is specialised in institutional dialogue promotion, the Cambodian legal framework, and several aspects of capacity strengthening and project management.
Prior to joining EuroCham, Denis worked for the French Ministry for Europe and Foreign Affairs in Libya in a multitude of roles: he was Counsellor for Cooperation and Development, and Director of the French Institute.Email:

Deputy DirectorCompany: EuroCham Cambodia
Position: Deputy Director
Thomas recently joined EuroCham in the role of Business Services Manager, where he'll be managing the services team in the implementation of short term consulting projects across Cambodia, and assisting European companies get started in the country.
Prior to joining EuroCham, Thomas was a Consultant at Emerging Markets Consulting (EMC), based in Lao PDR, where his work included the development and implementation of project methodologies for both development partners and private sector companies, including Save the Children, Plan International, The World Bank, IFC and GIZ, as well as multinational companies interested in Cambodia, Myanmar and Lao PDR. Most recently, this included a study on the entrepreneurship ecosystem in Lao PDR, as well as an assessment of the readiness for renewable energy investment in the Philippines.
Before joining EMC, Thomas worked as a Business Management Scheme entrant for BT Group Plc, undertaking rotations as an operations manager of a 24 person operations team, and as a project manager in charge of services quality. Prior to venturing into telecommunications, Thomas worked at Pfizer Pharmaceuticals as a Regulatory Strategist at the firms UK headquarters.

Advocacy ManagerCompany: EuroCham Cambodia
Position: Advocacy Manager
Before joining Eurocham, Noë worked as a commercial- and dispute resolution lawyer in Brussels, Belgium. As member of a leading law firm, he has acted as counsel in dozens of high-value projects and transactions across multiple industries and was part of the litigation team in several prominent cases. He has extensive experience in advising and advocating on behalf of international companies and SMEs and in liaising with governmental and non-governmental organisations. Noë Schellinck graduated from the University of Brussels as a Master in International-and European Law, and obtained an LL.M. International Business Law at King’s College London.Email:
