Mr. CHUM Socheat, Co-Chair of EuroCham Tax Committee and Tax Manager, R&T Sok & Heng

Socheat is a Tax Manager at R&T SOK & HENG Law Office. He has advised a broad range of clients both local and international on tax compliance, tax planning and structure, and has assisted clients on their tax audits and disputes. Previously, Socheat was the audit manager at a Big Four accounting firm in Cambodia and the US for 10 years. Besides, a Diploma in Cambodian Tax from the National Tax School, Socheat is a Cambodian CPA and also the member of the Institute of Public Accountants, Australia.

 

Ms. MOM Rinsey Tola, Associate Director, Tax & Corporate Services, KPMG Cambodia  

Tola has 15 years of working experience in Tax & Corporate Services in KPMG Cambodia. She has also been seconded for an international assignment to KPMG LLP, USA.

Tola has been a manager in charge of various tax engagements including tax reviews, tax audits, tax advice, and tax compliance matters in which covering a diverse range of sectors, including micro-finance and banks, trading, oil and gas, mining and exploration, agriculture, software, garment and shoes manufacturing, construction, hotel, insurance, telecommunication, and the food and beverage industries.

Tola has been involved with the market entry studies on the establishment of various companies in Cambodia and registration of the new entities as well as de-registration of entities.

Tola has handled various tax audit assistance services for many difference types of companies and has developed a strong relationship with the tax auditors as well as the management level within the Tax Office.  

Besides performing on the tax engagements, Tola presented numerous tax/soft skill training and seminars (for both internally and externally) as well as been invited to present on the tax matter related to the banking industry to ANZ Cambodia and as a guest speaker on the tax aspects of doing business in Cambodia for Manhattan International Limited (Manhattan Special Economic Zone) to Taiwan Electrical and Electronic Manufactures’ Association in Taipei.

Clint has worked in Cambodia as a tax professional for over ten years and in that time has been involved in most of the largest commercial transactions that occurred during that time. Clint advises a wide range of clients, from large globally-listed companies to small and medium-sized businesses. Clint is widely recognized for his work. He is a regular contributor to the International Tax Review and Bloomberg BNA’s Tax Planning International Asia-Pacific Focus journal and has been recognized as a market leading advisor by Asia Law and IFLR1000. Under Clint’s leadership the DFDL Tax Practice Group in Cambodia was awarded the Cambodia Tax Firm of the Year in 2017, 2018 and 2019 and the Tax Disputes Firm of the Year in 2018 and 2019 by the International Tax Review.

Mr. Noë SCHELLINCK, Advocacy Manager of EuroCham

Before joining Eurocham, Noë worked as a commercial- and dispute resolution lawyer in Brussels, Belgium. As a member of a leading law firm, he has acted as counsel in dozens of high-value projects and transactions across multiple industries and was part of the litigation team in several prominent cases. He has extensive experience in advising and advocating on behalf of international companies and SMEs and in liaising with governmental and non-governmental organisations. Noë Schellinck graduated from the University of Brussels as a Master in International-and European Law,  and obtained an LL.M. International Business Law at King’s College London.
