The European Chamber of Commerce in Cambodia is a not-for-profit organization whose mandate is to enhance trade and investment relations between Europe and Cambodia through a range of advocacy initiatives, outreach activities, and business support services. We are seeking applications from individuals with an analytical mindset and excellent writing and research skills to become our Market Research Intern.
The Advocacy specialist will be primarily responsible for planning and implementing activities aimed at enhancing Cambodia’s attractiveness for responsible investment and trade by addressing key regulatory and operational barriers faced by EU businesses. It consists of four projects that will focus on reducing red tape, improving trade facilitation in customs and logistics frameworks, and promoting sustainable and responsible business practices in Cambodia’s garment and agricultural sectors. These activities will support a series of policy dialogues, drive sector-specific reforms, and facilitate the implementation of EU-aligned due diligence and sustainability standards.

Key responsibilties
Policy Advocacy & Government Relations

Lead strategic engagements with key ministries and stakeholders to advance EuroCham’s advocacy goals in the fields listed in introduction.

Plan and execute relevant activities to achieve project objectives: recruit and coordinate experts, conduct desk research and stakeholder consultations, formulate positions, present these positions in public-private dialogues, organize events with support from the communications team, develop agendas & secure speakers..

Engage EuroCham’s sectoral committees (including tax, agriculture, green business, garment & manufacturing, customs & logistics) to align advocacy efforts with the challenges faced by the European private sector, in coordination with EuroCham’s Advocacy team.

Participate in partner events, workshops, and consultations as needed.
Grant Implementation & Donor Coordination

Oversee advocacy initiatives funded by grants, ensuring alignment with donor expectations, EuroCham’s objectives, project timelines, and budget constraints.

Prepare and submit regular financial and non-financial reports in compliance with donor requirements, collaborating closely with the finance and executive teams.

Serve as the main point of contact for development partners, facilitating donor communications and participating in joint planning, review, and evaluation meetings.

Draft Terms of Reference (ToRs) for consultants and service providers, manage service contracts, and oversee the delivery of contracted outputs.
Team cooperation

Actively collaborate with EuroCham’s departments (advocacy, communication, events, services, and administration), ensuring efficient communication and coordination.

Organize internal meetings to integrate grant-related activities into departmental schedules, provide necessary content support, and foster strong teamwork and planning.
Education/skills
-
A degree in Political Science, International Relations, Public Policy, Economics, or a related field is required.

A master’s degree or equivalent qualifications in advocacy, sustainability, or development is a plus

At least 5 years of experience in policy advocacy, government relations, or similar roles, preferably within an international environment in connection with the private sector.

Experience in grant management, including financial and non-financial reporting, donor engagement, and compliance.

Advanced English proficiency. Working knowledge of Khmer and/or additional European languages considered a strong asset

Understanding of the Cambodian business and regulatory environment, particularly in sectors such as agriculture, garment, and trade facilitation is a plus.

Experience in organizing and facilitating public-private dialogues and sector-specific workshops is a plus.
