RFP on Study into the European Community in Cambodia: FAQs
Regarding the call for proposal for a study into the European community in Cambodia, which was issued on Monday 8th August, please find below the answers to common queries.
1. Q: “Under
A: This discrepancy was unintentional. For the purposes of the study, please consider an expatriate to be somebody who resides in Cambodia at least six months per year.
2. Q: “For Segment B, the study into the European expatriate community, are you seeking quantitative or qualitative data?”
A: The exact methodology and deliverables are to be agreed during the interview stage. Within Segment B we have asked for a variety of information, some of which naturally lend themselves towards quantitative data and some towards qualitative, so an appropriate method will be be agreed for each variable.
3. Q. “Will the European Chamber of Commerce provide a list of your membership to assist in the study?”
A. Yes, our online Members Directory is up to date and can be found at http://www.eurocham-cambodia.org/members-directory . We will also be releasing an updated print version this month. Do however note that the database (Segment A) needs to be a comprehensive listing of all European companies as defined by the criteria, not only EuroCham members.
4. Q. “Will the European Chamber of Commerce be able to contact your members in advance to inform them about the study and encourage them to participate?”
A. This can be considered during the methodology discussions.
5. Q. “Should the final product be a database or a report?”
A. For Segment A, our requirements are for a database detailing European companies in Cambodia, as defined by the criteria. For Segment B the final product should be a report to present and analyse the results of your data collection. EuroCham will be happy to discuss this question during the interview phase.
6. Q. “What is the minimum number of European companies to be listed in the database for Segment A?”
A. To clarify, we are seeking a comprehensive list detailing all of the companies within Cambodia that meet the specified criteria. At the current time it is not known how many European companies are present in Cambodia, and indeed answering this questions will be one of the major objectives of the contractor.
7. Q. “Is there any flexibility on the timeline for delivery?”
A. This can be discussed during the interview process.
8. Q. “Are there any restrictions on the entities that can be bid for this project?”
A. We are not placing any restrictions on the entities that can bid for this project. All bids will be subject to the same evaluation criteria including relevant experience.
9. Q. "Should the study be launched as soon as the contractor has been chosen?"
A. Ideally yes though this can be discussed during interview. The ability to deliver the study according to the tentative schedule will be one the criteria used to evaluate bids.
10. Q. "When providing professional background of the proposed contractor, is it necessary to provide detailed experience and qualifications of all persons to be involved in the project?"
A. Please include a detailed description of the project manager. The background of the other staff to be involved in the project, in particular the interviewers, can be synthesized.
11. Q. "How deep should the qualitative part of the study (Segment B – European expatriate community) go?"
A. We are seeking an in-depth analysis. The methodology proposed by the contractor will be part of the selection criteria.
