A Partnership to Progressively Upgrade Industrial Workforce Training in Alignment with Cambodia Skills Development Roadmap 2023-2035
Phnom Penh, 8 July 2026 – SCAN Industrial Services (Cambodia) Co., Ltd., operating through its workforce development arm, SME Resource Center, today signed a Memorandum of Agreement (MoA) with the Ministry of Labour and Vocational Training (MLVT) of the Kingdom of Cambodia on Vocational Training and Workforce Development Partnership.
The MoA was signed by H.E. Chin Tara, Director of the National Technical Training Institute (NTTI), on behalf of the Ministry of Labour and Vocational Training, and Mr. Tommy Christensen, Chairman and Group CEO of SCAN Industrial Services (Cambodia) Co., Ltd., witnessed by H.E. Chea Kosal, Secretary of State.
This agreed five-year partnership establishes a structured cooperation framework for the progressive upgrading of the ITI Metal Engineering and Sheet Metal Welding Department under MLVT to align with international industry standards. The programme will develop Cambodia’s own certified industrial workforce from within its national Technical and Vocational Education and Training (TVET) system, training Cambodian workers under apprenticeship contracts in the private sector and upgrading government trainers through a structured Train-the-Trainer model in collaboration with Danish Technical Schools.
The partnership is directly aligned with the Royal Government of Cambodia’s Pentagonal Strategy and the Cambodia Skills Development Roadmap 2023-2035, contributing to the development of a technically capable and internationally competitive Cambodian industrial workforce.
“This agreement marks an important milestone for Cambodia’s industrial workforce development. We are committed to working closely with MLVT, and other Ministries with a stake in this development, and ITI to progressively upgrade the quality and industry relevance of technical training in Cambodia, building a dedicated skilled Cambodian workforce that is ready to support the Kingdom’s industrial growth ambitions,” Mr. Tommy Christensen, Chairman and Group CEO, SCAN Industrial Services (Cambodia) Co., Ltd.
NAT Oil & Energy (Denmark) ApS is the Danish parent company of SCAN Industrial Services (Cambodia) Co., Ltd., its subsidiary registered in the Kingdom of Cambodia. Chaired by Mr. Tommy Christensen, NAT Oil & Energy brings decades of expertise in industrial engineering, oil and gas operations, and technical training across international markets.
SCAN Industrial Services (Cambodia) Co., Ltd. is structured as a genuine Danish-Cambodian enterprise, with Cambodian co-ownership reflecting the company’s deep commitment to Cambodia’s industrial development. The company believes that sustainable industrial growth is best achieved by combining international expertise with local knowledge, local networks, local investment and actively welcomes Cambodian entrepreneurs and businesses to participate in Cambodia’s industrial development journey.
“GROW” Cambodian entrepreneurs at where “PEOPLE COMES FIRST”
“Working together will enable us to leverage each other’s assets, connections, creativity, and expertise to achieve mutually beneficial outcomes that satisfy individual partner’s development objectives as well as business objectives,” Mr. Tommy Christensen, Chairman and Group CEO, SCAN Industrial Services (Cambodia) Co., Ltd.
This structure reflects NAT Oil & Energy’s long-term commitment to the Kingdom of Cambodia, our new home, not as a foreign investor extracting value, but as a committed development partner building lasting industrial capacity from within.
SCAN Industrial Services (Cambodia)Co., Ltd. is structured around three integrated platforms designed to create a complete government-aligned pathway for Cambodia’s industrial engineering and manufacturing workforce, from foundational training through to certified industrial employment and production.
SME Resource Centeris the workforce training arm, delivering structured training across the full pathway from government TVET institutions through to SCAN Industrial Services’ own private industrial facility. Operating within Cambodia’s government TVET framework through the ITI under MLVT, SME Resource Center delivers structured vocational training benchmarked against international industry standards, building Cambodian workers’ technical foundations from within the national TVET system. This MoA marks the formal activation of SME Resource Center’s training operations at ITI, with a phased pathway to expand across the wider ITI network in later years.
SCAN Industrial Servicesalso works directly with Cambodian and international industrial enterprises to identify workforce needs, place SME Resource Center graduates into structured on-the-job training environments (apprenticeship), and develop industry partnerships that sustain the training pipeline.
SCAN Industrial Services is developing its own private industrial facility as the destination of the pathway, where SME Resource Center training culminates in full certification preparation, and where industrial production under the Made in Cambodia framework will take place. This facility is designed to attract international investment, positioning Cambodia as a credible location for EU-standard industrial manufacturing.
Together the three platforms create a structured Learn → Do → Certify pathway, training through the ITI, on-the-job placement through industry partner facilities, and certification preparation and manufacturing through SCAN Industrial Services’ own private industrial cluster. SCAN Industrial Services welcomes enquiries from industry partners, investors, and development funding organisations interested in supporting Cambodia’s industrial workforce development.
Over five years, the partnership will progressively upgrade the ITI Metal Engineering and Sheet Metal Welding Department’s training programs and trainer capabilities towards international industry standards. ITI’s existing trainers will be developed through a structured Train-the-Trainer model, ensuring that upgraded skills are embedded within Cambodia’s national TVET system and can be sustained beyond the partnership period.
The program will create a pipeline of technically capable Cambodian workers ready for employment in industrial sectors. Corporate employee development programs will be delivered at ITI for private sector enterprises, generating training revenues that fund the program’s long-term sustainability, demonstrating a private sector co-funding model that reduces dependence on government budget allocation.
Employment pathways and job placements for ITI graduates will be developed through the SME network, creating direct linkages between training outcomes and industrial employment. The program will also support inclusive access for trainees from poor and vulnerable families through Cambodia’s TVET 1.5M program, ensuring that industrial workforce development reaches those who need it most.
