SCAN Industrial Services (Cambodia) Signs Partnership Agreement with Industrial Technical Institute (ITI), Advancing Cambodia’s Vocational Workforce Development

Fulfilling the First Implementation Milestone Under the MLVT–SIS Memorandum of Agreement

Phnom Penh, 2 October 2026 SCAN Industrial Services (Cambodia) Co., Ltd. (SIS), operating through its workforce development arm, SME Resource Center, today signed a Partnership Agreement with the Industrial Technical Institute (ITI), under the Ministry of Labour and Vocational Training (MLVT). The Agreement was signed by Mr. Say Sokheang, Deputy Director of ITI, and Mr. Tommy Christensen, Group CEO of SCAN Industrial Services (Cambodia) Co., Ltd., at a signing held at ITI.

This Agreement fulfills the first implementation milestone under the Memorandum of Agreement signed between SIS and MLVT on 8 July 2026, translating that framework into an operational partnership at ITI’s Metal Engineering and Sheet Metal Welding Department.

“This agreement marks an important milestone; we have moved from framework to execution. We are ready to work hand-in-hand with ITI to upgrade training delivery and build a skilled Cambodian industrial workforce, in full alignment with MLVT’s governance of the institute,” said Mr. Tommy Christensen, Group CEO, SCAN Industrial Services (Cambodia) Co., Ltd.

Under the Agreement, SIS will deliver a structured Train-the-Trainer program for ITI’s trainers, develop curriculum and training benchmarked against international standards, and support the progressive upgrading of ITI’s training facilities towards EU industry standards over the five-year term of the Agreement.

A key feature of the partnership is a new competency assessment and certification program for practicing welders and metal tradespeople; candidates are assessed against ITI’s own certification standards, with those who meet the standard receiving ITI’s official certification, and those who do not enter a structured upskilling pathway. The program is designed with the potential to extend to ITI’s provincial technical schools as part of a future nationwide expansion.

The partnership also supports inclusive access for trainees from poor and vulnerable families through Cambodia’s TVET 1.5M program, and will develop employment pathways for ITI graduates through the SME Resource Center’s industry network.

Training delivered under this Agreement forms part of a broader pathway SIS is building for Cambodia’s industrial workforce. Graduates trained and certified through ITI are intended to progress into structured on-the-job placements with industry partners, and, looking ahead, into further certification and employment opportunities at a private industrial manufacturing facility SIS is developing in Cambodia. This facility is planned to bring apprenticeship, certification upgrading, and industrial production together under one site, designed to international and EU standards.

“This Agreement is the foundation. As our own manufacturing capability comes online, we intend for it to become the next step for ITI graduates; a place where Cambodian workers can continue upgrading their skills toward full international certification, and where ‘Made in Cambodia’ industrial production takes shape,” said Mr. Christensen.

MLVT retains full governance and oversight of the ITI Metal Engineering and Sheet Metal Welding Department; SIS’s role is to provide technical expertise, training delivery, and operational support.

NAT Oil & Energy, Denmark, the parent company of SIS, reflects its long-term commitment to Cambodia’s industrial development, combining international expertise with local knowledge, local networks, and local investment, and actively welcoming Cambodian entrepreneurs and businesses to participate in that journey.

This structure reflects NAT Oil & Energy’s long-term commitment to Cambodia, its new home, not as a foreign investor extracting value, but as a committed development partner building lasting industrial capacity from within.
